This is your gateway to all FNS WIC systems.  Please scroll to banner of the system you would like to access.

FDP is the federal system that WIC State agencies use to report on WIC Vendor Management activities. This system was previously known as The Integrity Profile (TIP). It was updated and launched with a new name in FY 2021.

If you do not already have an account, please follow the steps below to create one.
Please note: Each user will need an account; accounts may not be shared.
Step 1 - Obtain a Login.gov Account
  1. Click “State Agency Login” on the WIC Gateway page
  2. Select the “Customer” user option. 
  3. Use the Login.gov login method and select the Create Account option in the navigation menu.

You will be directed to the Login.gov website to create a new account:

  1. Enter a unique business email address for the Login.gov account and confirm it. 
  2. Create and confirm a secure password for the account.
  3. Add a required multi-factor authentication option like SMS Phone/text to the account.  For more information on the Login.gov account creation, visit their website.
  4. You’ll be returned to eAuth to link the Login.gov account with eAuth.

Once you have created your Login.gov account, you will need to verify your identity to access FDP.  To do this, go to the WIC Gateway page:

  1. Click “State Agency Login” on the WIC Gateway page
  2. Select the “Customer” user option. 
  3. Use the Login.gov login method and fill out your email address and password to login.

You will be directed to the Login.gov website to verify your identification by providing the following information:

  1. Your State-issued ID. You can upload a photo of your ID by phone or by computer.  Click here for more information if you do not have a state issued ID. 
  2. Social Security number
  3. Your phone number
    1. If Login.gov can’t verify your phone number, you can verify by mail instead which takes approximately 3-7 business days.

Once the identity verification process is complete, click “Agree and Continue” to be redirected back to FDP.  You must receive email confirmation of your account from Login.gov before proceeding to Step 2.

Step 2 - Complete FNS-674 and STARS Confidentiality Forms
  1. After you receive an email confirmation of your Login.gov account in Step 1, you must complete an FNS-674 and a STARS Confidentiality Agreement form to request access to FDP.
  2. The FNS-674 form will need to be completed and approved before an account is created.  Please see the steps below:
    • Complete the appropriate information in Boxes 1-16. List “FDP” in Box 14 as the System Name.
    • Provide your signature, printed name and date in Box 21.
    • Obtain your supervisor's information and signature in Box 22a.
    • Save the completed FNS-674 as a .PDF using the following filename format: State Abbreviation_LastName_FirstName_FNS674 (ex: MA_John_Doe_FNS674)
  3. Email the completed FNS-674 form and STARS Confidentiality Form to the FDP Helpdesk.  The FDP Helpdesk will forward your account request package to the system’s FNS Authorizing Official.
  4. You will receive an email when your user account is ready to use
